The specifics of these programs will be determined by bureaucrats after passage of legislation. Even if we prevail against taxpayer dollars directly funding abortion, the administration will have other new avenues to promote it. Who's naive enough to believe abortion and/or abortifacients will not be components of the programs and agencies enumerated as 65 and 86-91 of the link above?
