Report to Congressional committee details Planned Parenthood’s fraud, waste, and abuse

One in five Planned Parenthood affiliates has been identified in state and federal audits as perpetrating waste, abuse, and potential fraud.

Those details and more emerged today in a press conference held by the Susan B. Anthony List and Alliance Defense Fund as they announced the contents of a report they were submitting to Congressman Cliff Stearns, Chairman of the Energy and Commerce Committee Subcommittee on Oversight and Investigations, which is currently conducting an investigation of Planned Parenthood.

The report lists what is publicly known about overbilling and potential fraud on the part of Planned Parenthood affiliates, under the oversight of Planned Parenthood Federation of America.

Inside story on Komen split from Planned Parenthood

I was on the road yesterday afternoon when the news broke that Susan G. Komen for the Cure was defunding Planned Parenthood.

Since then abortion proponents and news organizations have worked themselves into a frenzy speculating why it happened and who is to blame – from George W. Bush, to new SGK VP of public policy Karen Handel.

This is the first chance I’ve had to sit down and write what I know.

Planned Parenthood’s worst nightmare: Seven former employees offer to testify

From U.S. News & World Report today, from an article entitled, “New Planned Parenthood abortion charges”:

New charges from seven former workers – including a self-described “abortion doctor” – that Planned Parenthood used federal money for abortions despite prohibitions is expected to fire up Republicans seeking to shut off tax dollars to the massive family planning group.

In a letter to the House committee investigating Planned Parenthood, the seven former workers also charged that they have witnessed staffers fail to notify parents when a minor sought an abortion, failed to provide a women undergoing an abortion with “accurate and relevant information” regarding the stage of her pregnancy, or detect and act upon instances were a female was brought to a clinic under coercion, possibily even human trafficking….

The committee is probing allegations that Planned Parenthood is misusing taxpayer funds, which the seven pegged at $1 million a day in state and federal support. In opening his investigation, Florida Republican Rep. Cliff Stearns recently demanded documents related to audits, abortion-funding, and policies on reporting sexual abuse from Planned Parenthood.

Read the backstory on the House probe here. Read the letter from former employees here. Planned Parenthood responded to U.S. News by rejecting the charges, no surprise. Susan B. Anthony List circulated the letter around Congress today.

Breaking: Whistleblower alleges Texas Planned Parenthood committed massive Medicaid fraud

A former employee of Planned Parenthood Gulf Coast has filed a whistleblower’s complaint with both the Texas and United States Attorneys General alleging her management engaged in massive Medicaid fraud.

Karen Reynolds, who worked as a “health care assistant” from 1999 to 2009 at the Lufkin, Texas, branch of the affiliate formerly known as Planned Parenthood of Houston and Southeast Texas, has submitted company memos and emails to support her charge that PPGC has engaged in a systemwide scheme to bilk Medicaid, Title XX, and the Women’s Health Program of tens of millions of dollars over the course of at least a decade.

Formal protest filed against HHS for no-bid contract to Obama and Shaheen’s Planned Parenthood pal

After the New Hampshire Executive Council voted in June not to award a $1.8 million contract to Planned Parenthood of Northern New England for family planning services,  PPNNE appealed to the Obama administration for help.

PPNNE CEO Steve Trombley and President Barack Obama were political allies when Obama was an Illinois state senator and Trombley was the CEO of Planned Parenthood of Chicago.

So I was not surprised to learn earlier this month the US Department of Health & Human Services had done an end-run around the state to fund PPNNE directly with a no-bid contract. According to Reuters:

Planned Parenthood lawyers up, gets two week extension from House panel

Read backstory here.

From Legal Times this afternoon:

Planned Parenthood has retained lawyers from Hogan Lovells as it prepares to respond to a sweeping new inquiry into how the organization and its affiliates use federal money….

[Congressman Cliff] Stearns’ [House Energy & Commerce] subcommittee is one of the most active congressional panels for conducting investigations, and corporations and organizations that are in the subcommittee’s crosshairs often look to outside help….

Working on the matter for Planned Parenthood are Hogan Lovells partner E. Desmond Hogan and of counsel Reid Stuntz. Both lawyers have experience in congressional investigations, and Stuntz is a former chief counsel on the oversight subcommittee under then-Chairman John Dingell (D-MI), according to his firm profile.

The situation is unique for PP. Although it has been drawn into other Capitol Hill inquiries in the past, it has never before been a target and Stearns’ letter makes clear that it is. “This is the first time someone has said, ‘I’m going to investigate the organization,’ ” said Roger Evans, the director of public policy litigation for the Planned Parenthood Federation of America, in a phone interview today.

Stearns initially asked PP to turn over documents by Sept. 29, but Evans said he and the subcommittee have agreed on a two-week extension. The subcommittee is asking for copies of audits from as early as 1991, related documents about funding and information about how Planned Parenthood detects possible criminal conduct such as sex trafficking.

This may be the first time PP has been investigated by Congress but certainly not the first time PP has been investigated – and found guilty. In fact, the House’s investigation is way overdue.

Congressional investigation of Planned Parenthood: What to expect

Yesterday came the welcome news that a congressional committee has launched an investigation of Planned Parenthood.

Republican Congressman Cliff Stearns (pictured right), Chairman of the House Subcommittee on Oversight and Investigations (under the Energy & Commerce Committee), had been threatening a probe for months, particularly after Americans United for Life released a damning report in July documenting decades of malfeasance by the United States’ largest abortion provider.

Stearns followed through and on September 15  issued a letter to Planned Parenthood CEO Cecile Richards requesting 12 years’ worth of financial records, state audits, and policies from both Planned Parenthood Federation of America and its 83 affiliates, to be handed over “within two weeks of the date of this letter,” or by tomorrow, September 29.
