My guess is that Senate Majority Leader Harry Reid is trying to get things so far along that ObamaCare will gain an aura of inevitability, and pro-life Democrats will roll over.
He is assuming, in other words, that the pro-choice Democrats mean what they say, whereas the pro-life Democrats will ultimately choose political affiliation over explicitly stated principle.
If so, then he has a pretty low view of the integrity of his fellow Democrats.
