I wrote July 19 that the District of Columbia Pain-Capable Unborn Child Protection Act (HR 3803) was in danger of not getting a vote in the House in the final days of session.
But now word comes from National Right to Life that a vote will indeed be held July 31:
Yesterday the Prenatal Nondiscrimination Act, a bill that would ban sex-selective abortions in the U.S., garnered an overwhelming majority vote in the House, 246-168.
But PRENDA still failed. Why?
Simply, the vote procedure used (“Suspension of the Rules”) required a two-thirds majority to pass.
If such an overwhelming number of congresspersons were known to support PRENDA, why didn’t Republican House leaders follow a route to passage that only required a simple majority?
It may be above President Obama’s pay grade to know if preborn babies are human, but the White House Visitors Office knows.
This morning its director, Ellie Schafer (pictured above with President Obama) issued a memo to Congressional offices instructing that preborn babies must be registered along with their mothers before visiting the White House. Click to enlarge:
