Obama administration pays off Planned Parenthood through HIV test funding

CDC on Thursday announced the expansion of an initiative through which more than 1.4 million Americans have been tested for HIV. During the next 3 years, funding for the effort will increase by approximately $31.5 million, and a total of $142.5 million will be awarded to state and local health departments in eligible jurisdictions to increase HIV testing in health care and non-health care settings.

Here we see the trickle down economics of Obama paying off Planned Parenthood for helping get him elected, with a literally dead end focus, I might add.
This is because the prevention of HIV, which in the US would largely be avoidance of man-on-man sex, is politically incorrect.
Also politically incorrect is the abstinence/be faithful message, which would stave HIV in the black community.
Politically incorrect because those now in charge of messaging are the 1960s free love generation, who along the way have acquired added perks for pushing illicit sex – money and power – by becoming part of the multi-billion dollar cottage and political industry that has grown around ameliorating its consequences, not preventing it.

It appears the expansion of the Planned Parenthood buildings into large modern complexes is directly related to the increased funding they’re receiving for STD testing.
They encourage sex without limits and then wonder why STD’s are rampant.

I think it would be more like the avoidance of promiscuous man-on-man sex; if you’ve got two guys who date before having sex and get tested before doing so and find out neither of them has HIV or any other STDs, then the fact that they’re having gay sex isn’t inherently problematic when it comes to HIV transmission. I think the promiscuous gay guys seriously need to knock it off for the sake of their own health. Stop going home with strangers or near-strangers and hold out for a committed, loving, monogamous relationship, guys. That AIDS quilt is too damn big.
I know dozens and dozens of couples who saved sex for their current spouses. And none of them have problems with HIV and STD’s.
You’d think, pehaps, that this example might be a solution to the problem.
Anyone who practices anal sex…whether gay or straight is at an EXTREME greater risk of contracting HIV. The rectum does not have the defenses against foreign invaders that the vagina does. Anything that goes into the rectum meets little immune resistance and is absorbed rather quickly.
Since gay men practice anal sex more than heterosexual couples, that is why you see the prevalence of HIV in the gay community.
Susie: Yeah, I saw that video…the concept of some guy walking up to two teenage boys having sex and talking to them was seriously ick. Also, “spew”…gross.
I disagree, though, that there’s something inherently wrong with black people giving oral sex to white people, or being on their knees while doing so. Maybe they actually like doing it. There’s this whole attitude with oral sex that it’s only about one person’s pleasure, that it’s just something the other partner puts up with or feels obligated to do, and a lot of the time that’s not true at all.
Actually, it appears Planned Parenthood is not eligible for funding under the program.

“Community-based organizations; for-profit entities; public non-profit, private non-profit, faith-based, and tribal organizations; and colleges and universities are not eligible to apply for funding under this FOA.”
While PP could try to get funding from state or local health departments, it appears ineligible for funding directly from the Obama administration.
That doesn’t diminish the concern about PP getting other government money for HIV testing or the concern about the huge $ the Obama administraiton gives Planned Parenthood via family planning funds….

… pgs 38/39, state that only health departments may apply for funding.
This makes sense because wide areas will be covered by each grant – i.e., entire states as well as metropolitan populations like DC and NYC – and there will be administrative costs to overseeing programs in each area. Additionally the pdf states health departments best know which clinics (PP et al) will best reach the targeted population. Also, the health departments will be responsible for retrieving and compiling success or failure data.
That is what your quote speaks to. But the health departments will indeed dispense funding to PP, etc.:
A primary goal of this FOA [Funding Opportunity Authorization] is to promote routine HIV screening in clinical settings. Health departments are best positioned to accomplish this goal, because of their ability to work with multiple healthcare facilities and target those that serve the program’s primary target populations.
Pg 11 lists which facilities may receive this funding, including: Family planning and reproductive health clinics, College and university student health clinics, and STD clinics. We know PP corners all those markets.
Rest assured Cecile would not have spotlighted this funding were not something in it for PP.

There is not enough discussion about how bad it really is when you catch an STI. People are not encouraged to go out and warn others not to make the same mistakes. Rather they are encouraged to cope privately. It seems if people were encouraged to cope privately with their personal issues before infection, they might not be out exploring their sexuality and getting the ultimate wake up call.

—- Um that advice sounds a lot like what people say to deter people from taking dangerous risks in the first place. First, you have a high risk of infection and second you can do something else to feel good. The problem is that this advice is too late to actually help the person. That is why it is so cruel.
It is illogical to fund an organization whose perported purpose is to prevent unintended pregnancy when said entity profits more from the failure of its profferred solutions than it does from their success.
The ‘profits’ from the symptomatic treatment of the failures is laundered and then funneled back into the political party and individual politicians who misappropriate public money to feather their own political nests.
The federal, state, and local tax dollars are confiscated from the paychecks of a mostly oblivious electorate before they ever have the opportunity to hold the hard earned cash in the hands that produced it.
Defund ‘planned parenthood’ and abolish the Department of Education and in no more than one generation the progressive/liberal/humanist ‘tower of Babel’ will collapse under the weight of it’s own life sucking dependency.

That story of the 22 year old woman who got herpes from a “one night stand” was just tragic. and, The advice was cruel, because if the girl had known that she was playing “Russian Roulette” every time she had sex, I’m sure she’d have thought 2x, or asked herself if she deserved better than the guy (or the girl) she was looking at.
I can only hope she finds Jesus and His Cross, because He’s the only One I know that can wash her clean and heal her pain.
Poor girl – I can already hear the angels weeping.
